On sauté mode, add in your olive oil, shallots, and salt. Give it a stir for a minute to soften them before adding in garlic.
Add and brown the ground beef in the Instant Pot for 2-4 minutes, breaking up large pieces.
Layer in the dried pasta and passata sauce.
Add the beef broth and pressure cook for 5 minutes.
Quick release when done and stir in cream and parmesan.
