Season the cubed chicken breasts generously with salt and pepper.
In a large pot over medium heat, add the oil and then chicken in a single layer to sear them.
Sear the chicken pieces on both sides, for around 3 to 4 minutes. They don't have to cook all the way through as you'll continue to cook them in the next step.
Add the Italian seasoning, garlic powder, onion powder, and flour. Then immediately add the broth, milk, and cream. Stir to combine.
Add the pasta and stir until the pasta is mostly submerged in the liquid. Coat and let the pasta simmer for 8 minutes, stirring occasionally to prevent the bottom from sticking.
Add the broccoli on top and cover for another minute or two. Then stir the broccoli in and continue to simmer for another 5 minutes.
Add the parmesan cheese and stir until the parmesan has blended with the sauce and thickens it.
Serve with more parmesan on top if desired.
